My Opinion
I think people should not use cell phones while they are driving. Because, for one thing, it's illegal about public rules of drive. If you don't following this rules, you must pay for penalty 70,000won. Also, people can't focus on their driving. In addition, it causes car accidents by your fault. Finally, use cell phones while they are driving is very dangerous so, you should pull over your car near safe zone and then you can use cell phones.

If people use phones while they are driving, they often cause traffic accidents because of their narrow visual vision!
